Getting a permit in Portland involves several steps, from researching a property to getting your approved plans for inspections. You will submit most permit applications online through DevHub. The permit process differs for each permit type, and may also vary depending on the complexity of your project.
In all districts parking is free at meters (except at city parks) on the following ten (10) calendar holidays, as specified on each meter: New Years Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, and Christmas Day.
How do I cancel a permit? Contact the Permit Sales office at (805) 893-2346 or via email at tps-sales@ucsb.edu to cancel your ePermit. Any refund or credit is based on the date the permit is actually, cancelled in our system.
Permits cost $210.75 ($90.75 permit + $120 surcharge). Permits are limited to 1 per licensed driver and a maximum of 3 permits per address/unit. Permits are intended for people who do not have off-street parking available to them. Zone M applicants are required to declare any off-street parking they have.

The Zone M permit program allows permit holders to exceed the signed visitor limit in the permit zone. Visitors have to follow the posted visitor limit whether that time is free or paid. Permits are not valid for pay-to-park only areas. Currently the permit program hours are 9 a.m. to 7 p.m., Monday to Saturday.
The Temporary Street Use Permitting team at the Portland Bureau of Transportation (PBOT) issues permits for temporary use of the public right of way, including parking, sidewalk, lane and street closures. Permits are issued as per Title 16, 17 and 24 of Portland City Code.
