WHAT ARE UNSECURED (PERSONAL) PROPERTY TAXES? Unsecured (Personal) Property Taxes are ad-valorem (value based) property taxes that are billed to the owner of record as of January 1 of each year. Because the taxes are not secured by real property such as land, these taxes are called Unsecured.
This process is known as a Tax Deed Foreclosure. Property owners have 2 years from the date taxes become delinquent (April 1st) before they risk loss of the property.
Delinquent personal property tax notices are mailed in June. If they are not paid, tax warrants are issued by the 15th of July. Kansas State Law (KSA 19-547) requires delinquent personal property to be advertised in October and a publication fee of $15 will be assessed.
Property owners are required to pay their property taxes on time. If an owner fails to pay on time, the unpaid portion will be considered delinquent and incur a 10% penalty charge and, in the case of second installment, a one-time administrative fee.
