The Railroad Commission of Texas issued a total of 630 original drilling permits in December 2024. The total includes 580 to drill new oil or gas wells, 13 to re-enter plugged wellbores, 5 field transfers, and 32 for re-completions.
All well owners must secure the appropriate permit prior to commencing any regulated activity including preparatory work on the well site. Please visit the link below to access the Well Permit Fee Calculator. This can be used to determine the total fee required with an application for a permit to drill a new well.
An Application for Permit to Drill or Reenter, on Form 3160-3, is required for each proposed well, and for reentry of existing wells (including disposal and service wells), to develop an onshore lease for Federal or Indian oil and gas.
The BLM and other SMAs may add Conditions of Approval to the APD to protect site-specific resources. An approved APD is valid for two years or until the lease expires, whichever occurs first, but the BLM may grant a two-year extension to allow the operator more time to drill.
Prior to injection into a well regulated by CalGEM, an operator must submit a complete project application, which includes data listed in CCR section 1724.7 for onshore projects, and section 1748.2 for offshore projects. Project plans should be signed by the owner, agent, or officer of the company.
