There are two types of hiring processes. In the non-competitive hiring process, agencies use a special authority (Schedule A) to hire persons with disabilities without requiring them to compete for the job. In the competitive process, applicants compete with each other through a structured process.
Schedule A is used to itemize deductions when filing your federal income tax return. On Schedule A, youll detail all of your eligible expenses ing to the categories listed. Once you have your total deduction, youll transfer it over to Form 1040.
The Schedule A Hiring Authority for people with disabilities (Schedule A) is an exception to the traditional hiring process. Schedule A streamlines the hiring process for persons with disabilities and, in some instances, hiring officials may select solely from a list of qualified Schedule A applicants.
The Schedule A regulations specify that a person must have an intellectual disability, a severe physical disability or a psychiatric disability to be eligible to be hired through Schedule A. The regulations do not specifically include or exclude particular disabilities under those three categories of disabilities.
General Instructions If you itemize, you can deduct a part of your medical and dental expenses, and amounts you paid for certain taxes, interest, contributions, and other expenses. You can also deduct certain casualty and theft losses.

One of the benefits of using the Schedule A hiring authority is that agencies can make an appointment without going through the typical competitive process. As Schedule A is an excepted service hiring authority, individuals are hired non-competitively.
Go to .irs.gov/ScheduleA for instructions and the latest information. Caution: If you are claiming a net qualified disaster loss on Form 4684, see the instructions for line 16.
For individual taxpayers, Schedule A is used in conjunction with Form 1040 to report itemized deductions. If you choose to claim itemized deductions instead of the standard deduction, you would use Schedule A to list your deductions. Your itemized total is then subtracted from your taxable income.
