GPOs are processed in whats known as an LSDOU order: local, site, domain, organization unit (OU). That means first, the policy on the local computer gets processed. This is followed by Active Directory policies from the site level to the domain.
Blocking inheritance allows you to prevent the inheritance of GPOs from higher-level OUs or domains. You can then link only the GPOs you would like to test. Refer to the steps below to block inheritance. A blue circle with an exclamation point in the middle will appear to indicate inheritance is blocked.

The GPMC shows what GPOs should apply to the workstation, while the gpresult tool shows what GPOs actually apply to the system. The two tools do not always align. Admins should use gpresult when they go directly to a users workstation to troubleshoot why GPO settings differ from the expected configuration.
