The IOPP certificate is issued to each new ship after an appointed surveyor has inspected it and found it to be in compliance with the MARPOL convention. The IOPP certificate gives details of all oily water separation and filtering equipment and also the associated monitoring equipment required under the convention.
An EIAPP certificate is issued to a marine diesel engine following successful NOx emissions testing and survey, in line with the NOx Technical Code. Each EIAPP certificate comes with a supplement/supporting Technical File containing details on: engine components.
The IOPP/OPP Certificate shall have a duration of 5 years from the date of issue but can be extended for a period not longer than three (3) months. If the vessel at the time when the certificate expires is not in a port or off-shore terminal subject to the jurisdiction of the Philippines.
The Certificate shall cease to be valid: (1) Upon the expiration of the IOPP Certificate, i.e., five (5) years from its approval; and (2) whenever docHub alterations have taken place in the system/ equipment without a written authority from the Commandant, PCG.
The IOPP Certificate is a necessity for oil tankers, ships carrying oil as cargo and ships carrying bunker oil as fuel.

(c) An IOPP Certificate is issued by a COTP, OCMI, or a classification society authorized under 46 CFR part 8, after a satisfactory survey in accordance with the provisions of 151.17.
