TTB was created in January of 2003, when the Bureau of Alcohol, Tobacco and Firearms , or ATF, was extensively reorganized under the provisions of the Homeland Security Act of 2002. The Act called for the tax collection functions to remain with the Department of the Treasury, and TTB was born.
One provision of this Act divided the Bureau of Alcohol, Tobacco and Firearms into two new agencies, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) , which has moved to the Department of Justice, and the Alcohol and Tobacco Tax and Trade Bureau (TTB), which remains in the Department of the Treasury.
Alcohol and Tobacco Tax and Trade Bureau (TTB) The Alcohol and Tobacco Tax and Trade Bureau (TTB) collects taxes and enforces regulations on alcohol, tobacco, firearms, and ammunition.
Except for a brief period during Prohibition era, ATF and its predecessor bureaus functioned within the U.S. Department of the Treasury for more than 200 years. In January of 2003, ATFs functions and responsibilities were transferred to the Department of Justice.
If you are interested in operating certain alcohol or tobacco businesses, you must file with TTB an application for a permit and receive approval BEFORE engaging in business. Refer to our industry startup tutorial to learn about the steps for starting a TTB-regulated business.
