The first page of the contents is always page 1. If all pages of your booklet is printed on the same paper it doesnt technically have a cover. The front page is the same as the first page of the contents and should be numbered 1 (although you wouldnt actually print a 1 on the front page).
As a general rule, page numbers start on a right-hand page and then follow on in sequence from there. Magazines, newspapers and most booklets will start the numbering with page one being the front cover even though the number wont be printed on the cover page.
Some publishers stick with the default numbering of the tool they are using, which is typically to number the first page of the front matter as 1 and all pages after that in a consecutive order.
To ensure your pages begin with 1, go to the Insert tab Page Number. Select Format Page Numbers Page numbering Start at and add 1.
Numbering Requirements Since your Title Page is presumed to be the first page, but is not numbered, numbering should start with lowercase Roman numeral ii on the page that appears after your title page.
