The convention was signed on the day of its conclusion by Uruguay, in 2020 by Ukraine, in 2021 by Israel, Costa Rica and Russia, in 2022 by the United States, in 2023 by Montenegro and North Macedonia., and in 2024 by the United Kingdom, Kosovo and Albania.
