The state requires anyone manufacturing, distributing, selling, or displaying fireworks to have a permit issued by the state fire marshal. An application for a retailers permit must be accompanied by a statement that selling fireworks within its county or municipality is permissible.
Apply to the local authorities at least 15 days before the display date. Site inspection by the local fire department required for approval of permit. Insurance Local authority may require. Operator Must successfully pass a Consumer Fireworks Safety training class approved by the State Fire Marshal on an annual basis.
DISPLAY FIREWORKS Limited state license allows holding of a single display at a single location, $200 fee. General state license allows the holding and conducting of public displays of dangerous fireworks at various locations and at various times, $1,500 fee.
While safe-and-sane fireworks may be legally sold in California, thats true only for a very brief and specific window of time each year. Any retailer selling safe-and-sane fireworks must be licensed by the state, and can sell the fireworks only from noon on June 28 through noon on July 6 each year.
