An Official Plan Amendment (OPA) is the process through which the Town guides and approves changes to policies and/or designations within the Official Plan. If a property owner wants to develop a property in a way that is not permitted in the Official Plan, they must apply for an Official Plan Amendment.
Like the General Plan, specific plans are adopted only after extensive study and public hearings by the Planning Commission and the City Council. Changes proposed to a specific plan are requested through a Specific Plan Amendment that also must go through the same process of study, review, and public hearings.
A non-material amendment can be made via the Planning Portal website using a non-material amendment form. As well as the application form, plans to clearly show the changes must be submitted. The Local Planning Authority have discretion as to whether they consult on a non-material amendment application.
From time to time, someone will propose changes to our general plan. These changes are called general plan amendments. Sometimes the proposal to change comes from someone who wants to do something different from what the general plan says is okay.
A plan amendment is a revision to the Land Use Plan for the High Point Planning Area, and most times takes the form of a change to the Land Use Plan Map, but may also involve changes to the document text.
