You can get the form by calling the ThriftLine or logging in to My Account. We must receive your excess deferral refund request no later than March 15.
You have to call TSP, tell them you want to withdraw all your funds, theyll ask you to confirm 50 times and they can then either direct deposit or or send you a check. Youll need to declare all this when it comes time to do your taxes.
How does the TSPs refund process work? To request a refund of excess deferrals made to the TSP in addition to another tax-deferred retirement plan during the year, you must log in to My Account and use the TSP-44, Refund Request Form. You may also contact the ThriftLine Service Center.

While you do not have to pay taxes on the contributions portion (the amount you paid in to the TSP) of any withdrawal, you will have to pay taxes on the earnings portion of the withdrawal, plus a 10 percent penalty if the withdrawal is considered non-qualified.
