The Employees Withholding Allowance Certificate (DE 4) is for California Personal Income Tax (PIT) withholding purposes only. The DE 4 is used to compute the amount of taxes to be withheld from your wages, by your employer, to accurately reflect your state tax withholding obligation.
Although EDD Form DE-4 is not required, an employee may use the form to request additional state tax to be withheld each pay period or to request additional allowances for estimated deductions. Employees may modify their withholding status at any time during the year by filing a new Form DE-4 or W-4.
The DE 4 form, or Employees Withholding Allowance Certificate, is used by California employees to determine the number of withholding allowances they claim for state tax purposes. This form is similar to the federal Form W-4 but tailored explicitly to California state tax withholding.
Allowances are no longer in effect on the current W-4 form, but when they were, the allowances were completely subjective. Many people would take an allowance for every single person that they were responsible for financially. So if you had yourself, a spouse and two children, you may claim four allowances.
