Established more than 50 years ago to provide insurance options for Californians, the FAIR Plans mission is to protect consumers. The Department of Insurance, led by Insurance Commissioner Ricardo Lara, exercises oversight under California law to make sure the FAIR Plan addresses the changing needs of Californians.
If you live in a home that is considered high-risk or plan to move to a high-risk location, you may have difficulty obtaining an insurance policy. What constitutes high-risk? Your home is located in an area prone to severe weather such as hurricanes, windstorms, tornadoes or hail.
The FAIR Plan is available to California residents and businesses in urban and rural areas who cannot obtain insurance through a regular insurance company.
A California FAIR Plan policy covers much less than a traditional HO-3 does. A standard CA FAIR Plan policy only provides financial protection for your homes dwelling and your personal property if they are damaged from one of four named perils: fire, lightning, internal explosions and smoke.
