The Early Start (ES) program is Californias early intervention program for infants and toddlers with developmental delays or at risk for having a developmental disability and their families. Early Start services are available statewide and are provided in a coordinated, family-centered system.
To be eligible for services, children must be under 3 years of age and have a confirmed disability or established developmental delay, as defined by the State, in one or more of the following areas of development: physical, cognitive, communication, social-emotional, and/or adaptive.
Your county EIP or the New York City EIP will help you get services if your child is found to be eligible. Health insurance, including private insurance and Medicaid, may be used to pay for early intervention services. EIP services must be provided at no cost to you and will not affect your insurance coverage.
As of Mar 18, 2025, the average annual pay for an Early Intervention Specialist in New York is $52,855 a year. Just in case you need a simple salary calculator, that works out to be approximately $25.41 an hour. This is the equivalent of $1,016/week or $4,404/month.

For children from birth to 3 years old - contact your states early intervention service for information on how to receive services. For children 3 years or older - contact your local elementary school or school district to request an evaluation. Your child can be evaluated even if they do not attend public school.
To be eligible for EIP services, a child must have either (1) a developmental delay consistent with the State definition of developmental delay; or, (2) a diagnosed condition with a high probability of developmental delay.
