The Clean and Renewable Energy and Energy Waste Reduction Act (PA 295 of 2008) created a mandatory energy efficiency portfolio standard (known as the Energy Optimization Standard) for Michigans electric and natural gas utilities-- IOUs, municipal and co-op utilities.
Dubbed the Clean Energy Future Plan, the new legislation will require Michigan utilities to acquire 15 percent of electricity from renewable energy sourcessuch as wind or solarthrough 2029 and then increase the amount of electricity from renewables to 50 percent by 2030, 60 percent by 2035, and 100 percent by 2040.
Under our new energy laws, Michigan is now on a path to achieve 50% renewable energy by 2030, 60% renewable energy by 2035, and 100% clean energy statewide by 2040. Our new laws also clarify that renewable energy sources will not include industrial waste, polymers, tires, or plastics.
The MPSCs annual Report on the Implementation and Cost-Effectiveness of the P.A. 295 Renewable Energy Standard found that utility-scale wind turbines accounted for 77% of the approximately 4,200 megawatts (MW) of renewable energy capacity in 2021.
The bill establishes an interim goal to reduce greenhouse gas emissions to at least 50% below 2005 levels by 2030 as well as a national goal to achieve net-zero greenhouse gas emissions by 2050. Each federal agency must develop a plan to achieve the goals.

The Clean Energy and Jobs Act increases Michigans old and outdated limit on how many Michiganders could generate their own clean energy from rooftop solar. That limit was raised from 1% to 10% of a utilitys energy supply and the law also increased the maximum size of solar projects from 150 kilowatts (kW) to 550 kW.
100% Clean Energy Standard By 2040, Michigan will produce all its energy from clean sources. By 2030, Michigan will produce 50% of its energy from renewable sources and 60% from renewables by 2035. The new clean energy standard will protect Michigans air, land, and water for future generations.
Clean energy is generated from renewable sources without producing any pollution, which helps to improve the health of the environment and reduces the amounts of harmful emissions people are exposed to.
