(e) No tattooing or body piercing shall be performed in any place other than a body art establishment having a valid license and a valid certificate of registration from the Illinois Department of Public Health.
Illinois requires the registration of shops and shop owners must have a permit from the Health Department, but no individual license is required. It does, however, required ALL artists to complete a OSHA-approved Bloodborne Pathogens course.
Now, after years of experience interacting with thousands of first time tattooers and talking to to health professionals and tattoo artists -- both professional artist and casual/DIY artists, I can say confidently that anyone can do a tattoo at home that will avoid infection and spread of blood borne pathogens.
In Illinois, the tattoo artists permit isnt with the Department of Health; rather, its the location that holds the individual license. The artist is required to provide proof of education including a blood-borne pathogen training that meets OSHA standards. The training is not required to be completed in Illinois.
