The USGS DEM format is a self-contained (single file) set of ASCII-encoded (text) 1024-byte (1024 ASCII chars) blocks that fall into three record categories called A, B, and C.
To export the DEM, right-click on it in the Workspace, select Export DEM and select the desired format (e.g. TIFF/BIL/XYZ). The suggested output parameters are shown in the screenshot below, but they may vary depending on the specific software and user requirements.

Another place to look is the NRCS Geospatial Data Gateway. They allow you to pick by state and county and then download data for free. They had 10m and 30m DEM data the last time I checked, plus a lot of other data too. And, personally, I think their website is easier to navigate than the USGS.
How to get DEM for specific area: Go to the DEM from SRTM tool. Define the area of interest to download the DEM from. Set the cell size of the output raster. Set output file format and coordinate system.
