ISPM 15 describes phytosanitary measures to minimize the risk of pest movement including: the removal of bark; the application of a treatment, and; the identification of compliant wood packaging material with an internationally recognized mark.
The United States and other countries have committed to enforce the International Standards for Phytosanitary Measures (ISPM) 15 which is a standard of guidelines for regulating wood packing material (WPM) in international trade to reduce the risk of introduction and/or spread of harmful pests.
Wood packaging imported into Canada is regulated under an international standard, ISPM No. 15, to prevent invasive species from being introduced into our country. This standard requires wood packaging to be heat-treated or fumigated and then marked to indicate that it has been treated.
ISPM 15 affects all wood packaging material (pallets, crates, dunnages, etc.) and requires that they be debarked and then heat treated or fumigated with methyl bromide, and stamped or branded with a mark of compliance. This mark of compliance is colloquially known as the wheat stamp.
ISPM 15 Mark Regulations Fraud. ISPM15 is the industry standard regarding wooden pallets. The regulations state that all wooden pallets must be heat-treated prior to use and have an ISPM15 mark to show they comply. This proves that the wood has been heat-treated appropriately and is free of pest infestations.

Exemptions. Wood packaging made wholly of processed wood material, such as plywood, particle board, oriented strand board or veneer that has been created using glue, heat, pressure or a combination of these is exempted from the provisions of this standard due to the sufficiently low risk.
Packaging materials must be inert, nontoxic/ nonreactive to products and compatible with packaging machines. We studied various types of containers like air tight, hermetically sealed, well closed etc. As the material of packaging glass, plastic, metals, paper, board, closures are used.
Where the wood packaging was not produced in Canada or the United States it must possess an ISPM 15 mark. Wood packaging that has been repaired or re-manufactured in Canada must be marked in ance with policy directive D-13-01: Canadian Heat Treated Wood Products Certification Program (HT Program).
Products exempt from the ISPM 15 are made from an alternative material, like paper, plastic or wood panel products (i.e. OSB, hardboard, and plywood).
