The two documents serve different purposes and are not interchangeable. A birth certificate includes security features such as a raised seal, registrar signature, and unique registration number. You cannot use a certificate of live birth for travel, school enrollment, or government applications.
Upon birth, the doctor or any authorized medical staff files a report with the Local Civil Registry Office (LCRO) of the city or municipality where the birth occurred. The Certificate of Live Birth is then endorsed by the LCRO to the PSA for certification and printing on PSAs security paper.
It isnt an official document and will not be accepted as a replacement for your birth certificate. The certificate of live birth simply verifies that you are medically alive, whereas the birth certificate verifies who you are, who your parents are, where you were born, and your date of birth.
The certificate of birth is the first unofficial document that is processed when a live birth of a baby occurs. The documents main purposes are to prove that a live birth took place and for record-keeping. The hospital staff will complete the Certificate of Live Birth with the information provided by the parents.
The Report of Birth presents many facts about an individual such as the persons name, date and place of birth, parents, religion, and citizenship, among others; the Report of Marriage establishes a change in civil status and the legal spouse; and the Report of Death records the passing away of an individual.
