A Blanket Purchase Agreement (BPA) is a simplified method of filling anticipated repetitive needs for open market supplies and services below the simplified acquisition threshold (SAT). Open market means items not available from required sources of supply, such as GSA schedule contracts, outlined in FAR Part 8.002.
The BPA provides only for firm-fixed priced orders for products with unit prices established in the BPA or services with prices established in the BPA for specific tasks to be performed. Only one source is qualified and capable of performing the work at a reasonable price to the government.
The biggest difference between a regular purchase order and a blanket purchase order is the time frame. While a regular PO is used for a short period of time, a blanket purchase order lasts for an extended period, with a definitive start and end date.
A BPA is basically a list of quoted prices against which the offeror may accept the governments order. It is simply a quoted price for a good or service; a mere invitation to enter into a formal agreement. Whereas the BOA describes how a buyer and seller will make arrangements for entering into a contract.
A BPA establishes a working agreement between the contract holder and the contractor which removes the need to establish additional contracts per project or per service, so long as a specified budget has not been passed.
