This is the Reserve Fleet more popularly called the mothball fleet. The fleet numbers some 600 ships dispersed in six groups: at Bremerton, Washington; Mare Island and San Diego, California; Norfolk, Virginia; Orange, Texas; and Philadelphia, Pennsylvania.
Three RRF vessels are located at the NDRF anchorages in Beaumont, Texas, and Suisun Bay, California. The rest are berthed at various U.S. ports: layberth facilities leased from commercial sources or berths at government-owned facilities, including the MARAD Layberth Facility in Orange, Texas.
NDRF vessels are at the fleet sites at James River, Virginia (James River Reserve Fleet); Beaumont, Texas (Beaumont Reserve Fleet); and Suisun Bay, California (Suisun Bay Reserve Fleet); and at designated outported berths.
The Maritime Commission (MARAD) supports the U.S. merchant marine, improves port efficiency, and maintains an adequate ship building and repair infrastructure.
The Ready Reserve Force (RRF) is a subset of vessels within MARADs National Defense Reserve Fleet (NDRF) ready to support the rapid worldwide deployment of U.S. military forces.
