Campaign funds may be used to make donations or loans to bona fide charitable, educational, civic, religious, or similar tax-exempt, nonprofit organizations. The donation or loan must be reasonably related to a political, legislative, or governmental purpose.
It is composed of six Commissioners appointed by the President with the advice and consent of the Senate. The act also provides for three statutory officers--the Staff Director, the General Counsel, and the Inspector General--who are appointed by the Commission.
Following reports of serious financial abuses in the 1972 presidential campaign, Congress amended the Federal Election Campaign Act in 1974 to set limits on contributions by individuals, political parties and PACs. The 1974 amendments also established an independent agency, the FEC. The FEC opened its doors in 1975.
