Contract Data Requirements List (CDRL) The Contract Data Requirements List (CDRL) lists authorized data requirements for a specific procurement that forms part of a contract. It comprises either a single DD Form 1423, or a series of DD Forms 1423 containing data requirements and delivery information.
The Federal Acquisition Regulation (FAR) requires a DD Form 254 for each classified contract. The 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) requires a DD Form 254 for all phases of contracting, including bidding, negotiation, award, performance, and termination.
