The program authorizes the Department of Housing and Urban Development (HUD) to make grants to States, units of general purpose local government, and territories for the rehabilitation or conversion of buildings for use as emergency shelter for the homeless, for the payment of certain expenses related to operating
ESG: Emergency Solutions Grants Program. The ESG Program is designed to assist people with quickly regaining stability in permanent housing after experiencing a housing crisis and/or homelessness.
HCD administers the ESG program with funding received from the U.S. Department of Housing and Urban Development (HUD). HCD distributes federal Emergency Solutions Grant funds to eligible subrecipients with one- or two-year grants.
Who is eligible to receive assistance under each program component and activity? ESG funds must only be used to serve eligible program participants. ESG program participant eligibility is assessed based on homelessness or at-risk of homelessness status, and in some cases, income eligibility.
