The Department of Human Services offers an Emergency Shelter Allowance (ESA) to help a homeless or near homeless family/individual to: Stop eviction from your home/apartment or foreclosure of your house. Find a long-term place to live. Find a short-term place to stay.
ESG program participant eligibility is assessed based on homelessness or at-risk of homelessness status, and in some cases, income eligibility. ESG recipients may have additional eligibility criteria as well.
The federal ESG program provides funds for a variety of activities to address homelessness as authorized under the federal Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 and State program requirements.
