The Title IV-E Child Welfare Fellowship is an opportunity to provide additional resources and support to students committed to working in Michigans Child Welfare System - Childrens Protective Services, Foster Care, Licensing and Adoption.
Since 1974, the IRS has ruled that adoptive parents do not need to include adoption assistance benefits in their taxable income (see box below for specific IRS language).
Anyone applying to foster or adopt must meet the following qualifications: Be at least 18 years of age. Complete a licensing and/or adoption application. Successfully complete background clearances for all adult household members. Provide medical statements for all household members.
Eligibility for Title IV Aid: To qualify for Title IV aid, students must demonstrate financial need, be U.S. citizens or eligible non-citizens, have a high school diploma or equivalent, and meet other criteria including satisfactory academic progress.
A child is eligible for IV-E adoption assistance if, before finalization, the child meets the requirements for Title XVI Supplemental Security Income (SSI) benefits, and the state determines the child has special needs. In most cases, SSI eligibility is based on a childs physical disability.

To be eligible for Title IV-E Foster Care Program, children must be in out-of-home placements, be removed from families considered needy (based on measures from AFDC program), have entered care through judicial determination or voluntary placement, and be licenses or approved foster care placements.
