Because were making the payment directly to you and not to your other retirement plan or IRA, we are required to withhold 20% of your payment for federal income taxes. This means that in order to roll over your entire payment, you must use other funds to make up for the 20% withheld.
You have a few options. As others have stated you can leave it in TSP and have limited options for funds but very low fees. You can roll it into an IRA with another low fee brokerage and have more options to invest in. You can roll it into a 401k at your new employer but I highly recommend not to do this option.
