Since 1902, the Oregon Constitution has provided voters with two methods of directly affecting changes to the Oregon Revised Statutes and the Oregon Constitution: the initiative and the referendum.
In 1902, voters overwhelmingly approved a ballot measure that created Oregons initiative and referendum process. The initiative and referendum processes are methods of direct democracy that allow people to propose laws or amendments to the Oregon Constitution or to adopt or reject a bill passed by the legislature.
The Oregon System of direct democracy is largely credit to William URen, one time a member of the Populist Party and the founder of the Oregon Direct Legislation League in 1898.
During the first two decades of the 1900s, activists used the Oregon System to implement a variety of reforms. Voters approved initiatives that taxed telephone, telegraph and railroad companies, prohibited railroads from bribing public officials with free passes and regulated shipping rates.
This system of empowering the people to propose new laws or change the Constitution of Oregon through a general election ballot measure became nationally known as the Oregon System. Registered voters may place on the ballot any issue that amends the Oregon Constitution or changes the Oregon Revised Statutes (ORS).
