Contractors and civilians are not required to submit APACS requests for personal leave in SOUTHCOMs AOR but are encouraged to register their travel with the Department of State Smart Traveler Enrollment Program () for their own safety and security.

Is apacs required for Mexico?

Aircraft and Personnel Automated Clearance System (APACS) submission and Country/Theater Clearance is required for ALL official travel to Mexico. Follow APACS submission requirements in the Foreign Clearance Guide (FCG).
