Collected through a levy, the Human Resources Development Fund (HRDF) provides training and up-skilling in industries deemed critical to Malaysia now and in the future so that they can keep up in a rapidly changing business environment.
The Human Resources Development Fund (HRDF) is a pool of funds that consists of Human Resources Development levies collected from employers of the manufacturing and service sectors as listed in the First Schedule of the Pembangunan Sumber Manusia Berhad Act 2001 (liable registrants) as well as optional registrants.
An HRDF levy payment is a mandatory fee collected and managed by Pembangunan Sumber Manusia Berhad (PSMB). Companies with ten or more Malaysian employees are required to register with PSMB. Employers are subject to pay 1% of each of their Malaysian employees monthly wages (including basic salary and fixed allowances).
