It stems from the Census. It differentiates between white (not Hispanic or Latino) or Hispanic/Latino, because there are many white Hispanics/Latinos. Many Hispanic/Latino people considered (and still do) themselves white, so they werent getting counted properly.
The short answers to these questions are yes, and its complicated. Hispanic refers to a person with ancestry from a country whose primary language is Spanish. Latino and its variations refer to a person with origins from anywhere in Latin America (Mexico, South and Central America) and the Caribbean.
There is no race listed as Hispanic, just the ethnicity. Hispanic is not a race, so it cannot be chosen. They must pick one or more of the five races based on their geographic or national origin.
