Managing the security of the construction site is a critical aspect of any SCIF or SAPF project. The ICD 705 Tech Spec requires every project to have a Site Security Manager (SSM), who manages the security of a project from the planning phase all the way through final accreditation of the facility.
The course consists of seven modules: 1) Physical Security Construction Requirements; 2) Doors; 3) Windows, Ducts, and Ventilation; 4) Walls, Ceilings, and Floors; 5) Instruction Detection System; 6) Telecommunications; 7) Classified Material Destruction Methods.
ICD 705 impacts two main areas of secure facility construction: Physical Security Requirements: Safeguarding the structure and access points to prevent unauthorized entry. Technical Security Standards: Preventing technical surveillance and compromising emanations (signals that could expose classified information).
ICD 705 superseded the previous list of standards known as the Director of Central Intelligence Directive (DCID) 6/9, back in 2011.
It should be impossible for an outsider to look inside a SCIF and gather information, so most companies choose to have a facility without windows. If a SCIF has windows, the facilitys design should include measures to eliminate a clear line of sight into the room.
