In Mississippi, you may choose to title your vessel and/or outboard motor; however, titling is not mandatory. A Certificate of Number is valid for three years from the last day of the month in which the original or transferred certificate was received.
A boat that meets specific requirements must have a title but not all boats require titles. A small paddle boat or dingy likely doesnt need to be registered, but a motorized vessel will generally need a title. Even if your state doesnt require it, its a good idea to title any vessel that your state allows.
If a registered vessel is sold or otherwise transferred to another person: The buyer must apply for the Certificate of Number to be transferred to his or her name within 10 days from the date of purchase. The seller is required to report the transaction to the MDWFP.
You need to fill out an application for boat registration and mail or bring it to the MDWFP office with a copy of your sales receipt, bill of sale (copy) or a docHubd statement of how you obtained the boat (in cases of an old boat being given to a person by a now deceased relative).

If you purchased your boat from an individual who previously registered/titled the boat in Mississippi, you must: Submit proof of previous registration. Submit the original boat/motor title(s) (if the boat was titled in the previous owners name) Submit a witnessed or docHubd bill of sale.
You do not need a title for a boat, trailer or motor in Mississippi to obtain a registration number and registration sticker but I do not know if you can register a boat in a state if you are not a resident or land owner of that state. Contact the state and ask.
