What is the purpose of Housing Quality Standards? The goal of the Housing Choice Voucher (HCV) program is to provide decent, safe and sanitary housing at an affordable cost to low-income families.
Part 982 contains the program requirements for the tenant-based housing assistance program under Section 8 of the United States Housing Act of 1937 (42 U.S.C. 1437f). The tenant-based program is the HCV program.
Reasons for termination from the program include: failing to complete the annual recertification; failing to allow access to HQS inspectors for a unit inspection; failing to give the owner of your Section 8 unit access to complete needed repairs; allowing unauthorized people to live in the apartment; and.
If the unit fails the inspection, you must allow the property owner/manager access to the unit to complete repairs. Failure to do so will result in termination action. You will be responsible for correcting any tenant-caused HQS violations.
You may not move until you have received Transfer Approval documents from HPD. These documents will be mailed to your current residence within seven days of the passed HQS inspection. You may also pick up a copy of these documents from the HPD Client Services Unit.
