The Office of Design and Engineering Standards (CG-ENG) has issued Policy Letter 01-23, Design Basis Agreement Submission Guidance. The policy letter serves to provide additional guidance for entities interested in submitting vessel design equivalency requests to the Coast Guard for review and consideration.
This policy letter provides guidance to Coast Guard Captains of the Port (COTPs)/Officers in Charge, Marine Inspection (OCMis) regarding vessels that use natural gas as fuel and engage in liquefied natural gas (LNG) fuel transfer operations.
If a letter evidencing removal from documentation is required, include that information in the letter request with fee of $15. 6. If the request for deletion is accompanied by a complete, original or copy of a bill of sale and $8 per page filing fee, it may be recorded to evidence transfer of ownership.
The basic requirements for documentation are to demonstrate ownership of the vessel, U.S. citizenship, and eligibility for the endorsement sought. A vessel must measure at least five net tons and, with the exception of certain oil spill response vessels, must be wholly owned by a citizen of the U.S.
A vessel may be deleted from documentation upon the request of the vessel owner or an authorized agent on behalf of the owner. The original Certificate of Documentation (COD) is to be returned by the owner named on the certificate.
