There are four types of AIP grant assurances: Airport Sponsors (applicable for airport development); Non-Airport Sponsors Undertaking Noise Compatibility Program Projects; Planning Agency Sponsors; and.
Subject to the provisions of this part, the Administrator may grant authority to a public agency that controls a commercial service airport to impose a PFC of $1, $2, $3, $4, or $4.50 on passengers enplaned at such an airport. No public agency may impose a PFC under this part unless authorized by the Administrator.
AIP is a U.S. federal grant program administered by the Federal Aviation Administration (FAA) to provide funds to airports. PFC funds a broad range of capacity enhancing projects, for both airside and landside at airports. PFC can also be used for making payment for airport debt services.
Grant assurance obligations include specific requirements to operate and maintain the airport in a safe and serviceable condition, mitigate hazards to airspace, use airport revenue properly, and not grant exclusive rights.
PFC Project Eligibility Section 158.15 states that projects must address one or more of the following: Preserve or enhance safety, security, or capacity of the national air transportation system; Reduce noise or mitigate noise impacts resulting from an airport; or.

A passenger facility charge (PFC) is a fee that almost all airline travelers in the United States pay in their ticket price. The fee goes toward the upkeep and maintenance of airports, and is set up and capped ing to US federal law.
