Eligible users are defined as persons who have either a temporary or permanent, physical or cognitive disability that is sufficiently severe that they are unable, without assistance, to use conventional transit for part or all of their travel (i.e. TransLink buses, SkyTrain, SeaBus and West Coast Express).
