The Policy, Organisation, and Rules of The Scout Association, often referred to as POR, explains as simply as possible the rules, policies and structure of The Scout Association and its dependent territories.
A Scouting district is a geographical area of the BSA local council. Some districts are not geographical, for example special needs or Scoutreach. Districts are determined by the council executive board. District leaders are responsible for the success of Scouting units within the districts territory.
Policy, Organisation and Rules (POR) defines the structure of Scouting in the United Kingdom, the Channel Islands and the Isle of Man and provides information about its management and training.
Scottish Variations from POR POR Rules that are superseded in Scotland from the main POR are indicated by [SV]. Rules not indicated in POR as [SV] apply equally in Scotland as everywhere else, unless the rule is written to include or exclude Scotland.
What do our values mean? Integrity. Integrity is at the core of how we view ourselves and therefore, what we do. Respect. Respect influences how we feel about, and treat, ourselves as well as others. Care. Care is about action as well as a feeling. Belief. Co-operation.

Scout Leaders are given a formal appointment (called a warrant in many countries). Before appointing an adult leader, most associations perform background checks on candidates to ensure their suitability for working with children.
Cub Scouts units are called Packs. Each Pack is divided into smaller units called Dens. Each Den is made of six to eight boys of the same age and rank. In other words, in a single Den, all the Cub Scouts will be Tigers, for example, or Bears or Webelos.
