The SHS personal tax is owed by individuals with Metro taxable income above $125,000 if filing single or $200,000 if filing joint who live in Metro (including for only a portion of the year), work in Metro, or have income from Metro sources even if not a resident of Metro.
If your out-of-state employer doesnt withhold the tax from your wages, you must file Form OR-STI, Statewide Transit Individual Tax Return and pay the tax due by April 15, 2025. Dont file Form OR-STI if all of your wages are taxable to Oregon AND all of your employers withheld the full tax in Box 14 of your W-2.
Employees who arent subject to regular income tax withholding due to high exemptions, wages below the threshold for income tax withholding, or other factors are subject to Statewide Transit Tax withholding.
The tax is one-tenth of one percent (0.001), or $1 per $1,000 of wages. The STI tax is calculated on wages earned by an employee who is an Oregon resident regardless of where the work is performed, or an employee who is a nonresident who performs services in Oregon.
Box 14 ORSTTW - The Oregon Department of Revenue requires employers to show the Oregon State Transit Tax in the memo box 14. The code ORSTTW designates the Oregon State Transit Tax. This is a component of your total state taxes paid for the year, but not part of your income tax withholding.
