Only a Form TSP-3 is valid for designating beneficiaries to your TSP account(s); a will or court order (i.e., divorce decree) is not valid for the disposition of a TSP account. You may, however, designate your estate or a trust as a beneficiary on Form TSP-3.
When a TSP participant dies, Form TSP-17 must be completed and submitted to the TSP recordkeeper to initiate the processing of the death benefit. Anyone may complete and submit Form TSP-17. The form does not have to be completed by a beneficiary.
If you die with a TSP loan or loans outstanding, death benefit payments from your account cannot be distributed until the outstanding amount has been declared a loan foreclosure . The loan will be declared as taxable income to your estate, not to your beneficiaries . Your estate or survivors cannot repay the loan .
To complete a TSP-3, you will need to provide the following information: Participant Information. Name. Cancellation. Indicate if you want to cancel all previous designations without naming new beneficiaries. Primary Beneficiary Designations. Relationship to you. Signatures. Contingent beneficiary designations.
