Students are able to appeal the financial aid denial by submitting an Unusual Enrollment History (UEH) Appeal Form; a letter explaining the unusual enrollment history; and, documentation to support the explanation provided in the appeal letter.
Once the Department of Education indicates that a student has an unusual enrollment history, the Financial Aid Office must review the academic history prior to determining federal financial aid eligibility for that student.

Definition of Unusual Enrollment History Unusual enrollment history is the specific pattern the Department of Education uses to select students who have received a Federal Pell Grant and/or Federal Direct Student Loans at multiple institutions during the past four academic years.
UEH Flag values of 2 or 3 generate a C Code to indicate to institutions that the students records must be reviewed. For students, Student Aid Report (SAR) Comment Code 359 is included when the UEH Flag value is 2, and SAR Comment Code 360 is included when the UEH Flag value is 3.
