To cover housing expenses on Guam, military personnel receive Overseas Housing Allowance (OHA). OHA is different from state-side Basic Allowance for Housing (BAH), in that you dont get to keep whats left of your allowance that you dont spend on rent.
Who qualifies for OHA?
Active duty Soldiers are eligible for Overseas Housing Allowance. Enables service members to rent comparable housing at an overseas duty-station when on-base or government housing is not available. Partially offsets the housing costs of living on the local economy by adapting to varied housing conditions.
Do Dod Civilians get housing allowance in Guam?
Uniformed service members and eligible Department of Defense civilians assigned to Guam as their PDS, and not assigned to government quarters, may be eligible for OHA.
Do Dod civilians get housing allowance overseas?
Living Quarters Allowance LQA is granted to DoD Civilian employees to help defray the annual cost of suitable, adequate living quarters for the employee and his/her family at a foreign post where government-leased or governmnet-owned housing is not provided.
Is Guam considered overseas for DOD civilians?
Non-foreign OCONUS (NF OCONUS), any location that is an United States territory and outside the 48 contiguous states. Examples: Alaska, Hawaii, Guam, etc.
Complete a DD Form 2367, Individual Overseas Housing Allowance (OHA) Report, and submit the completed form with a copy of your lease agreement to the appropriate official for approval.

Military Utility/Recurring Maintenance Allowance: You will receive a monthly utility/recurring maintenance allowance based on family status (accompanied/unaccompanied) and location, which is added to the rent amount under BAH on your LES. You will receive the same amount each month to help pay for your utilities.
