The prevailing wage rate (PWR) is the minimum hourly wage rate, including all fringe benefits, that must be paid for covered work duties performed on public works projects subject to PWR laws. BOLI classifies these typical duties to a trade or occupation (ex. Plumber, Carpenter, Roofer, etc.)
Administrative personnel, including office clerks, secretaries, and managers who do not engage in physical construction work, are typically exempt from Davis-Bacon wages. These individuals perform administrative tasks rather than labor-intensive activities on construction sites.
DAVIS-BACON ACT, AS AMENDED A wage determination is the listing of wage rates and fringe benefit rates for each classification of laborers and mechanics which the WHD Administrator has determined to be prevailing in a given area (usually a county) for a particular type of construction.
