In 2015, state lawmakers created Districts of Innovation, allowing public school districts to apply for exemptions to sections of the Texas Education Code. The exemptions include allowing districts to hire uncertified teachers to fill teaching positions.

Teaching without certification restricts non-certified educators from teaching in the public school system. Therefore, if you are not a non-certified, licensed teacher in your state, you will not be eligible to teach in public schools.
Greg Abbott on June 4 and taking effect in the fall, attempts to break this cycle by setting specific limits on how many uncertified teachers districts can employ. Starting in the 2026-27 school year, no more than 20% of a districts teachers would be allowed to work without proper certification in core subjects.
