In California, any docHub release or threatened release of a hazardous material requires immediate reporting by the responsible person to the Cal OES State Warning Center (800) 852-7550, and either the Unified Program Agency (UPA) or 911.
These responders may be firefighters, law enforcement officers or emergency medical personnel, often with limited training for responding to and managing HAZMAT incidents.
Answer: In accordance with 171.15(a), a person must provide notice by telephone as soon as practical but no later than 12 hours after the occurrence of any incident described in 171.15(b). Any reporting delay beyond what is necessary to safely secure the scene of the incident is not permitted.
A hazardous materials incident is considered a spill of the following: Chemicals (liquid and solids), hazardous waste or oils (fuel oil: diesel and gasoline). Only trained and authorized personnel is permitted to respond to hazardous materials incident.
This includes spills, leaks, abandonment and/or industrial process accidents as well as physical, chemical, biological or radiological hazards in the community.
