The list can be sorted by year, and by whether the amendments were accepted or rejected. Since statehood, 213 proposed constitutional amendments have been voted on by the electorate and 120 of them have been adopted.
First, the legislature passes an act proposing a change in the constitution. The act must be approved by a majority vote of both bodies of the legislature. A constitutional amendment is just like a session law, but does not require the governors signature, and a governors veto has no effect.
An amendment of the Constitution can be initiated only by the introduction of a Bill in either House of Parliament. The Bill must then be passed in each House by a majority of the total membership of that House and by a majority of not less than two-thirds of the members of that House present and voting.
Forty-four states have a provision in their state constitutions similar to the Second Amendment of the U.S. Constitution, which protects the right to keep and bear arms. The exceptions are California, Maryland, Minnesota, New Jersey, and New York.
