1. What is RHIIP? Initiated in 2001, the Rental Housing Integrity Improvement Project (RHIIP) is a department-wide secretarial initiative designed to reduce errors in the administration of the U.S. Department of Housing and Urban Developments (HUDs) rental programs.
IMS/PIC enables Housing Authorities to update their data online. This allows field personnel to focus on providing assistance to Housing Authorities and reduces the burden of paper submission and data entry. IMS/PIC also enables Local HUD Offices to focus on upholding fair housing practices.
If you would like to apply for EIV User access authorization rights, you must complete the User Access Authorization Form (UAAF) and submit it to your EIV Coordinator who will approve your form and grant your EIV access rights.
EIV compiles these data and makes them available to: O/As to assist them in verifying tenant-provided income information at the time of re-certification for HUDs rental assistance programs. O/As are not to take the income data in EIV and use it to calculate a tenants income.
You are required to document the file to indicate why it is not valid. Per HUD Handbook 4350.3, Change 4, 9-11 C. 3. c., Owners must retain the Income Discrepancy Report along with detailed information on the resolution of the reported discrepancy in the tenant file.
