For non-US income tax return filers residing in the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, or Puerto Rico, Form 1040-SS is utilized to report self-employment net earnings, pay SE tax on the income, and allow the Social Security Administration to determine social security program benefits; this tax applies even if already receiving social security or Medicare benefits, and regardless of age.
