Theoretically, Sigil is a completely neutral ground: no wars are waged there and no armies pass through. Furthermore, no powers (such as deities) are allowed to enter the city (though some have broken this rule).
Although all magic was completely impeded at the center of the Outlands, it worked normally within Sigil, with the exception of spells that involved planar travel.
A sigil (/ˈsɪdʒɪl/) is a type of symbol used in magic. The term usually refers to a pictorial signature of a deity or spirit (such as an angel or demon).
Sigil is divided into six districts, called wards: The Hive Ward, the slum and the ghetto, home to the poor, the rogues, and the unwanted dregs of the city.
One further plane sits in the center of the ring, the Outlands, being neutral in alignment. At the center of the Outlands is a Spire of infinite height; the city of Sigil floats above the Spires pinnacle.
Planescape Description: Sigils is described as an enormous city built on the inside of a hollow toroid. From illustrations, it looks like there is a slit, cut opening on the inside surface of the donut. The city is wrapped around the hollow side curvature so looking up, you will always see upside down buildings.
Sigil had a population of about 50,000 permanent residents, with a much higher number of temporary residents and visitors that resulted in as many as 250,000 people found in the city at any given time. The population included members of virtually every species found in the multiverse.
