to answer your specific question in the title: No its not required. And its easily proven: in order to have your logo visible at all times, you should use a fixed header. I dont have numbers for this, but Im quite sure at least 90% of sites dont have a fixed headers.
Just in case, Ill sum up my above post: Insert a placeholder image in your ODT template. Position it the way you like the final Image to appear. Name the image. Use the Java-Code I posted above to substitute the placeholder by.
